The method described above is the main one, but there are a few more options if the previous one did not help you, the error was not found and the configuration still does not open. It can also be helpful to know what to do if the Start menu in Windows 10 won't open.
The important step after applying the fix is to go to the "Updates and security" section of the settings, download the available updates and install them: the fact is that Microsoft has specifically released update KB3081424, which prevents the described bug from appearing later (but it doesn't fix it by itself). Once the program has finished, Windows 10 settings should open (you may need to restart your computer).
